When red, itchy blisters and/or swelling appear on the skin from the cold, it may be a cold urticaria (it cannot be called an allergy). In half of the people, it eventually passes (after five to six years). Doctors have several ways to help a person with this condition, but mostly it comes down to advice to avoid the cold and take antihistamines for prevention.
