Yes. Moreover, you can also drink cold beer and eat ice cream outside in winter. In different countries - not only in Russia  - people are afraid that they will "cold" their throats and get sick. But apparently it doesn't work that way. Foods can cool the mouth and esophagus, but along the way, they barely touch areas where viruses that cause acute respiratory infections can spread. And one more thing: it is unlikely that you will eat or drink that much something cold in the cold - especially when compared to how much cold air you usually breathe in the street.
